Joaquin Ortega was the first civil Governor of the province of La Union
JOAQUIN J ORTEGA
Ortega was appointed by the Taft Commission in August 1901 which ended in February 1902. However, he was subsequently elected to the same position and served until 1904.
Ortega is the patriarch of a political dynasty in La Union.
