Arturo Tolentino served as the Senate president (1966-1967) and the Secretary of Foreign Affairs (1984-1985).
Tolentino was the first elected House of Representative for Manila's 3rd District in 1949 which he held until 1957. He was elected in the Senate in 1957 and re-eected in 1963 and 1969 During which time he was elected predient of the Senate for a short period.
Tolentino ran as the vice-presidential running mate of Ferdinand Marcos for the 1986 snap election. Althoughhe was sworn in as vice-presindet he functionally never to took office. Tolentino later launched a coup on 6 July 1986 declaring that since Marcos was in exile, he was constitutionally the acting president of the Philippines. When the 1987 Constitution of the Philippines was overwhelmingly approved in a plebiscite, Tolentino announced he would respect the will of the people.
In 1992 Tolentino succesfully ran for the Senate until 1995 ehn he retired from politics

Tolentino was considered a highly qualified publicist in International Law, and was credited for inserting provisions into the 1982 UNCLOS, particularly the rule on 200 nautical mile exclusive economic zones for archipelagos represented in the United Nations.
